2017 Sanitary Sewer Rehabilitation and Repair Contract

RECEIPT OF BIDS:

Sealed Bids will be received by the Rivanna Water and Sewer Authority, hereinafter called the OWNER, in the Administration Building at the Moores Creek Advanced Water Resource Recovery Facility, 695 Moores Creek Lane, Charlottesville, VA 22902 until 4:00 p.m., local prevailing time on September 14, 2017, and then at said office be publicly opened and read aloud for the following:

GENERAL DESCRIPTION OF WORK:

This PROJECT will rehabilitate existing sanitary sewers and manholes throughout the Owner’s service area. This Contract will be primarily used to repair sewer system defects that are allowing substantial rainwater and ground water (inflow and infiltration) into the sewer system. In addition, this Contract will focus on the repair of significant structural defects that are causing re-occurring maintenance issues. Work may include point repairs to existing manholes and sewers to repair specific defects, installing new sewers and manholes to replace existing sewers and manholes, installation of cured-in-place pipe lining (CIPP) in sanitary sewers, other miscellaneous manhole rehabilitation work, and all preparatory work such as cleaning and television inspection.

The foregoing description shall not be construed as a complete description of all work required.

BID REQUIREMENTS:

Each Bid must be made on the blank forms provided in the CONTRACT DOCUMENTS and must be enclosed in a sealed envelope and the envelope marked: “2017 SANITARY SEWER REHABILITATION AND REPAIR CONTRACT, RFB No. 337”. Each Bid must be accompanied by a Bid security which shall not be less than five (5%) percent of the Bid amount. No bidder may withdraw his Bid within 90 days after the date of Bid opening.

The attention of all bidders is called to the provisions of the State Law governing General Contractors and Sub-Contractors as set forth under Title 54.1, Chapter 11, Code of Virginia, as amended. Bidders shall be governed by the provisions of said law insofar as they are applicable. The above mentioned provisions of the Code prevent the Authority from considering a bid from anyone who is not licensed in accordance with the provisions of the Code. The Authority will therefore, not consider any bid unless the bidder produces evidence that he is duly licensed and registered in accordance with the provisions of the Code of Virginia.

A separate performance bond and payment bond each in an amount equal to one hundred percent (100%) of the Contract price will be required. Carriers must be authorized to do business in the Commonwealth of Virginia.

The Owner reserves the right to reject any Proposal for failure to comply with all requirements of this Notice or of any of the Contract Documents; however, it may waive any minor defects or informalities at its discretion. The Owner further reserves the right to reject any and all Proposals or to Award the contract which in its judgment is in the best interest of the Owner.

Pursuant to VA Code Section 2.2-4318, the Authority reserves the right, in the event that the bid from the lowest responsible bidder exceeds available funds, to negotiate with the lowest responsible bidder to obtain a contract price within available funds, which negotiations may include, but not be limited to, modifications to the scope of work, materials and equipment to be furnished, time for performance, price and other such terms as the Executive Director deems appropriate.

Pursuant to VA Code Section 2.2-4324, Bid results shall be subject to the Preference for Virginia Firms stipulation.

Bidders must certify that they do not and will not maintain or provide for their employees any facilities that are segregated on the basis of race, color, creed or national origin, and so certify with the form included in the Proposal. Bidders must comply with the President’s Executive Order #11246, prohibiting discrimination in employment regarding race, color, creed, sex, or national origin, and Executive Order #12138 and #11625 regarding utilization of MBE/WBE firms. Bidders must comply with the Civil Rights Act of 1964.

DOCUMENT EXAMINATION AND PROCUREMENTS:

Copies of the Contract Documents may be obtained starting on August 14, 2017, at the office of Frazier Engineering, P.A. located at 6592 Bob White Trail, Stanley, North Carolina, 28164, upon payment of $100 (non-refundable). Return of the documents is not required and the amount paid for the documents is not refundable. Neither the Owner nor the Engineer will be responsible for full or partial sets of Contract Documents, including any Addendum, obtained from any other source.

PRE-BID CONFERENCE:

A pre-bid conference will be held August 24, 2017 at 11:00 a.m. in the conference room at the Administration Building, 695 Moores Creek Lane, Charlottesville, VA 22902 to review the scope of work and clarify any aspect of the work that may be in question. Contact at the Rivanna Water and Sewer Authority shall be Mr. Scott Schiller, P.E., Senior Civil Engineer (434) 977-2970 x206. The pre-bid conference is not mandatory but is strongly encouraged.

OWNER’S RIGHT TO REJECT BIDS:

Rivanna Water & Sewer Authority reserves the right to waive irregularities and to reject bids. No bidder may withdraw his bid within ninety (90) days after the actual date of the opening thereof.

The Authority reserves the right to disapprove any subcontractor, supplier, vendor, surety or insurer proposed by a bidder for this project for good cause shown.

Reroofing of Various Buildings

Sealed Bids will be received by the Rivanna Water and Sewer Authority, hereinafter called the OWNER, in the Administration Building at the Moores Creek Advanced Wastewater Treatment Plant, 695 Moores Creek Lane, Charlottesville, VA 22902 until 4:00 p.m., local prevailing time on September 7, 2017, and then at said office be publicly opened and read aloud for the following:

GENERAL CONSTRUCTION: Includes the demolition and replacement of the existing Moores Creek Pump Station, Primary Pump Building, Blower Building, Sludge Pumping Building, Effluent Pump Building, Sludge Pump Station # 2 (Old Incinerator), Maintenance Building 1 (Shop) and Maintenance Building 2 (Vehicle) roofs. Asbestos abatement will be required for existing roof felt paper and for insulation on the generator exhaust pipe. The project also includes replacement of generator exhaust pipe, lightning protection system and construction of related roof supported equipment, and associated work necessary to render the facilities complete and operational. The buildings will be periodically occupied throughout construction. Provide temporary protection for all entrances, signage, and other devices required to keep occupants safe throughout construction. All work shall be as described or implied in the Specifications and indicated on the Drawings.

The proposed roof shall match recent “T” ribbed standing seam roof systems installed. Roof installers must be approved by roof manufacturers as authorized and trained installers of roofing system proposed.

The Rivanna Water and Sewer Authority in a joint effort with the Rivanna Solid Waste Authority is seeking professional services related to geotechnical and professional engineering.

Proposals will be received by the Rivanna Water & Sewer Authority and Rivanna Solid Waste Authority until 4:00 p.m., August 29, 2017. Proposals may be either mailed, hand delivered, or express mailed to: 695 Moores Creek Lane, Charlottesville, VA 22902-9016, Attention: Mr. Lonzy E. Wood.
