The powers of the Authority are exercised by a board of five members consisting of
the four persons holding the offices, from time to time, of City Manager and
Director of Public Works of the City of Charlottesville, County Executive of
Albemarle County and the Executive Director of the Albemarle County Service
Authority, and a fifth person appointed by the concurrent action of the Council
of the City of Charlottesville and the Board of Supervisors of Albemarle County.
