The powers of the Authority are exercised by a board of seven members consisting of the six persons holding the offices, from time to time, of City Manager and Director of Public Works of the City of Charlottesville, Charlottesville City Councilor, County Executive of Albemarle County, Executive Director of the Albemarle County Service Authority, and Member, Albemarle County Board of Supervisors. A seventh person is appointed by the concurrent action of the Council of the City of Charlottesville and the Board of Supervisors of Albemarle County.
