Sealed Bids will be received by the Rivanna Solid Waste Authority, hereinafter called the Authority, in the Administration Building Conference Room at the Moores Creek Advanced Water Resource Recovery Facility, 695 Moores Creek Lane, Charlottesville, VA 22902 until 4:00 p.m., local prevailing time on September 17, 2020 and then at said office be publicly opened and read aloud for the following:

Freon Recycling Contractor.  The Authority receives, from time to time, appliances at their Transfer Station at the Ivy Material Utilization Center (IMUC), 4576 Dick Woods Road, Charlottesville, Virginia.  Some of these appliances contain freon as a refrigerant.  The Authority wishes to procure the services of a fully licensed and approved Freon Recycling Contractor to collect and recycle the freon from these freon‑containing appliances.

The Authority requires that the Freon Recycling Contractor will periodically (at least monthly or more often as required by the Authority) come to the IMUC facility, recover freon material from the staged appliances, and recycle the recovered freon material.  The Freon Recycling Contractor will provide the Authority an itemized list of the number and type of appliances that freon was recovered from, certificates of disposal (or recycling) for all freon material collected from those units, the type of freon material collected from each unit, and other information and documentation as required by law.  Once freon is removed from each unit, the Contractor will clearly label the unit as having had its freon removed.  The Contractor will invoice the Authority within 30 days of each freon recovery event.

Bid Terms:  Bidders will provide the Authority a unit cost bid for each appliance from which freon is recovered.  This unit bid cost (cost per appliance) will be all inclusive of all mobilization, materials, labor, permits, fees, insurances, etc.

The Authority reserves the right to reject any Bidder for failure to comply with all requirements of this Notice or of any of the Contract Documents; however, it may waive any minor defects or informalities at its discretion.  The Authority further reserves the right to reject any and all Proposals or to Award the contract which in its judgment is in the best interest of the Authority.

Pursuant to VA Code Section 2.2-4318, the Authority reserves the right, in the event that the bid from the lowest responsible bidder exceeds available funds, to negotiate with the lowest responsible bidder to obtain a contract price within available funds, which negotiations may include, but not be limited to, modifications to the scope of work, materials and equipment to be furnished, time for performance, price and other such terms as the Executive Director deems appropriate.

Pursuant to VA Code Section 2.2-4324, Bid results shall be subject to the Preference for Virginia Firms stipulation.

Bidders must certify that they do not and will not maintain or provide for their employees any facilities that are segregated on the basis of race, color, creed or national origin.  Bidders must comply with the President’s Executive Order #11246, prohibiting discrimination in employment regarding race, color, creed, sex, or national origin, and Executive Order #12138 and #11625 regarding utilization of MBE/WBE firms.  Bidders must comply with the Civil Rights Act of 1964.

The Authority reserves the right to disapprove any subcontractor, supplier, vendor, surety or insurer proposed by a Bidder for this Project for good cause shown.
