Sealed Bids will be received by the Rivanna Water and Sewer Authority, hereinafter called the Owner, in the Administration Building at the Moores Creek Advanced Water Resource Recovery Facility, 695 Moores Creek Lane, Charlottesville, VA 22902 until 4:00 p.m. (local prevailing time) on Thursday, December 19, 2019 Thursday, January 9, 2020 at which time they will be publicly opened and read aloud for the furnishing of all labor and materials needed to perform and complete the following:

GENERAL CONSTRUCTIONIn general the Work of the Project can be described as the rehabilitation and expansion of the Observatory and South Rivanna Water Treatment Plants.  Major components of the work include:

  • New chemical buildings
  • Concrete filter addition
  • New administration building
  • GAC building and contactor expansion
  • Installation of plate settlers
  • Demolition of existing sedimentation basins
  • Rehabilitation of the existing filters
  • Process piping, fittings, and valves
  • Process instrumentation and controls
  • Rehabilitation of the plant work spaces
  • Sedimentation basin and flocculator improvements
  • Chemical feed systems
  • Electrical
  • Controls
  • Mechanical
  • HVAC
  • Plumbing
  • Painting
  • Water main
  • Site work

The foregoing descriptions shall not be construed as a complete description of all work required. Bidders will be allowed to visit the project sites as requested. Site visits are recommended but are not mandatory. All visits shall be coordinated through Owner’s contact, Scott Schiller at 434.977.2970 ext. 206 or sschiller@rivanna.org.

A pre-Bid conference will be held at 2:00 p.m. on Tuesday, November 26, 2019, at the Administration Building at the Moores Creek Advanced Water Resource Recovery Facility, 695 Moores Creek Lane, Charlottesville, VA 22902. Representatives of Owner and Engineer will be present to discuss the Project. Bidders are highly encouraged to attend and participate in the conference due to the complexity of the project.

Neither the Owner nor the Engineer will be responsible for full or partial sets of Contract Documents, including any Addendum, obtained from any other source.

Each Bid must be made on the blank forms provided in the BIDDING DOCUMENTS and must be enclosed in a sealed envelope and the envelope marked: “Observatory and South Rivanna Water Treatment Plants, Rehabilitation and Expansion Project (RFB 361)”.

Bid security in the amount of 5 percent of the Bid must accompany each Bid in accordance with the Instructions to Bidders. No Bids may be withdrawn for a period of 60 days after the date of Bid Opening.

The attention of all those providing Bids is called to the provisions of the State Law governing General Contractors and Sub-Contractors as set forth under Title 54.1, Chapter 11, Code of Virginia, as amended. Bidders shall be governed by the provisions of said law insofar as they are applicable. The above mentioned provisions of the Code prevent the Owner from considering a Bid from anyone who is not licensed in accordance with the provisions of the Code.

The Owner will therefore, not consider any Bid unless the Bidder provider produces evidence that they are duly licensed and registered in accordance with the provisions of the Code of Virginia.

Bidders must be authorized to do business in the Commonwealth of Virginia.

The Owner reserves the right to reject any Bid for failure to comply with all requirements of this Notice or of any of the Contract Documents; however, it may waive any minor defects or informalities at its discretion. The Owner further reserves the right to reject any and all Bids or to Award the contract which in its judgment is in the best interest of the Owner.

Pursuant to VA Code Section 2.2-4318, the Owner reserves the right, in the event the Bid from the lowest responsible Bidder exceeds available funds, to negotiate with the lowest responsible Bidder to obtain a contract price within available funds, which negotiations may include, but not be limited to, modifications to the scope of work, materials and equipment to be furnished, time for performance, price and other such terms as the Executive Director deems appropriate.

Pursuant to VA Code Section 2.2-4324, Bid results shall be subject to the Preference for Virginia Firms stipulation.

Bidders must certify that they do not and will not maintain or provide for their employees any facilities that are segregated on the basis of race, color, creed or national origin, and so certify with the form included in the Bid. Bidders must comply with the President’s Executive Order No.11246, prohibiting discrimination in employment regarding race, color, creed, sex, or national origin, and Executive Order No.12138 and No.11625 regarding utilization of MBE/WBE firms. Bidders must comply with the Civil Rights Act of 1964.
