REQUEST FOR BID – AIRPORT ROAD PUMP STATION – RFB #383

Sealed Bids will be received by the Rivanna Water and Sewer Authority, hereinafter called the OWNER, in the Administration Building at the Moores Creek Advanced Water Resource Recovery Facility, 695 Moores Creek Lane, Charlottesville, VA 22902 until 4:00 p.m., local prevailing time on October 7, 2021 and then at said office be publicly opened and read aloud (virtually at the sole discretion of RWSA) for the furnishing of all labor and materials needed to perform and complete the following:

GENERAL CONSTRUCTION: In general, the Work of the Project can be described as the construction of the new Airport Road Pump Station and suction/discharge water mains.  Major components of the work include:

  • Clearing and grubbing
  • Site grading
  • Building construction
  • Process pump and piping
  • Electrical
  • Mechanical
  • Landscaping
  • Approximately 1-mile of 24” and 16” off-site water main and water main appurtenances

Digital image copies of the Bidding Documents will be available on Thursday, September 9, 2021, at http://www.sehinc.com for a fee of $30. These documents may be downloaded by selecting this project from the BIDDING DOCUMENTS link and by entering eBidDocTM Number 7795766 on the SEARCH PROJECTS page. The foregoing descriptions shall not be construed as a complete description of all work required. Bidders will be allowed to visit the project sites as requested. All visits shall be coordinated through Owner’s contact, Michelle Simpson at (434) 977-2970, ext. 202 or msimpson@rivanna.org.

An optional virtual pre-bid conference will be held on Monday, September 13, 2021 at 10:00 a.m. Representatives of Owner and Engineer will be present to discuss the Project. Bidders are encouraged to attend and participate in the conference. An optional site visit will be held after the meeting.  The virtual Pre-Bid Conference log-in URL link is below:

Neither the Owner nor the Engineer will be responsible for full or partial sets of Contract Documents, including any Addendum, obtained from any other source.

Each Bid must be made on the blank forms provided in the BIDDING DOCUMENTS and must be enclosed in a sealed envelope and the envelope marked: “Airport Road Pump Station (RFB 383)”.

Bid security in the amount of 5 percent of the Bid must accompany each Bid in accordance with the Instructions to Bidders. No Bids may be withdrawn for a period of 60 days after the date of Bid Opening.

COVID-19 Pandemic Protocols:  Bidding and construction of this project are subject to requirements of Virginia, Federal, VA DOLI, and/or Virginia VDH regulations.  Additional information is located in the Supplementary General Conditions of the Bidding Documents.

The attention of all those providing Bids is called to the provisions of the State Law governing General Contractors and Sub-Contractors as set forth under Title 54.1, Chapter 11, Code of Virginia, as amended. Bidders shall be governed by the provisions of said law insofar as they are applicable. The above mentioned provisions of the Code prevent the Owner from considering a Bid from anyone who is not licensed in accordance with the provisions of the Code.

The Owner will therefore, not consider any Bid unless the Bidder provider produces evidence that they are duly licensed and registered in accordance with the provisions of the Code of Virginia.

Bidders must be authorized to do business in the Commonwealth of Virginia.

The Owner reserves the right to reject any Bid for failure to comply with all requirements of this Notice or of any of the Contract Documents; however, it may waive any minor defects or informalities at its discretion. The Owner further reserves the right to reject any and all Bids or to Award the contract which in its judgment is in the best interest of the Owner.

Pursuant to VA Code Section 2.2-4318, the Owner reserves the right, in the event the Bid from the lowest responsible Bidder exceeds available funds, to negotiate with the lowest responsible Bidder to obtain a contract price within available funds, which negotiations may include, but not be limited to, modifications to the scope of work, materials and equipment to be furnished, time for performance, price and other such terms as the Executive Director deems appropriate.

Pursuant to VA Code Section 2.2-4324, Bid results shall be subject to the Preference for Virginia Firms stipulation.

Bidders must certify that they do not and will not maintain or provide for their employees any facilities that are segregated on the basis of race, color, creed or national origin, and so certify with the form included in the Bid. Bidders must comply with the President’s Executive Order No.11246, prohibiting discrimination in employment regarding race, color, creed, sex, or national origin, and Executive Order No.12138 and No.11625 regarding utilization of MBE/WBE firms. Bidders must comply with the Civil Rights Act of 1964.
