Due Dates for Bids: Bids will be received and opened on Thursday, May 20, 2025 at 4 pm at the Rivanna Administration Building, 695 Moores Creek Lane, Charlottesville, VA 22902-9016, or by 4 pm for those submitting electronic bids via eVA’s electronic bidding system. General Description of Project and Time for Completion: The project involves the clearing of vegetation for the twelve vertical feet above the existing normal pool, between elevations 671 feet and 683 feet, at the Ragged Mountain Dam. The removed vegetation from the perimeter of the main reservoir shall be burned in an area indicated on site. The removed vegetation from the portion of the reservoir upstream of I-64 shall be mulched and disposed of along the Poorhouse Road Access Route, or removed from the site. In addition, the vegetation on both sides of a portion of the I-64 embankment that crosses the southwest cove of the reservoir shall be cleared. Additional work includes the construction of a blanket drain along a portion of the right abutment of the dam; construction of concrete boat ramps; removal and reinstallation of an existing trash guard over a principal spillway inlet weir; installing a blind flange at the existing riser outlet tower; improvements and additions to an existing floating trail bridge; replacement of the southwest cove spill boom; expansion of the Lower Ragged Mountain Trail Parking area; erosion controls and permanent grassing of disturbed areas, and other tasks as shown on the contract documents. The time for Substantial Completion of the entire project shall be 275 consecutive calendar days from the commencement of the Work as specified in the Notice to Proceed, and Final Completion shall be achieved within 30 consecutive calendar days after the date of Substantial Completion.

Project Description:

The Contractor shall furnish and install approximately: 11,821 linear feet of 30-inch diameter ductile iron restrained joint pipe, including a 144-foot long 48-inch diameter trenchless crossing of Norfolk Southern railroad tracks using steel casing pipe, a 22-foot long 48-inch diameter steel casing pipe pushed under a storm culvert along Cherry Avenue at Highland Avenue; a 15-foot long 48-inch diameter steel casing pipe pushed under a storm culvert along Cherry Avenue at Valley Road Extension; and, 9,473 linear feet of 24-inch diameter ductile iron pipe, including a 233-foot long 42-inch diameter direct bury steel casing across CSX Transportation (Buckingham Branch Railroad) property and a 96-foot long 42-inch diameter trenchless crossing of CSX Transportation (Buckingham Branch Railroad) tracks using steel casing pipe.  Except for pipe lengths installed by trenchless crossings, all pipe will be installed by open-cut trench methods almost entirely within the limits of existing hard-surfaced roads or within an extremely limited area of vegetated/wooded lands.

In order to minimize repetitive disturbances to the surrounding community, water distribution improvements will be performed for the City of Charlottesville.  As part of these improvements, the Contractor shall furnish and install approximately: 240 linear feet of 2-inch diameter cross-linked polyethylene tubing along a portion of Lewis Street from Fontaine Avenue southward to the end of Lewis Street; and, 1,205 linear feet of 8-inch diameter ductile iron pipe along a portion of Cleveland Avenue from Jefferson Park Avenue to Cherry Avenue.

Additionally, the Contractor shall furnish and install minor additional lengths of 6-inch, 8-inch, 12-inch, 18-inch, 24-inch and 30-inch diameter ductile iron pipe for interconnection to the existing system and hydrant installations, as shown on the Drawings.

 The Authority desires to procure, through competitive negotiations, Solid Waste Engineering Services to support the operations and planning of the RSWA as further described in RFP 25-06.  A Term Contract will be awarded to one or more firms to provide Solid Waste Engineering Services.
