Rivanna Water and Sewer Authority

REQUEST FOR BID No. 384 - SOUTH RIVANNA HYDROPOWER PLANT DECOMMISSIONING PROJECT

Sealed Bids will be received by the Rivanna Water and Sewer Authority, hereinafter called the OWNER, in the Administration Building at the Moores Creek Advanced Water Resource Recovery Facility, 695 Moores Creek Lane, Charlottesville, VA 22902 until 4:00 p.m., local prevailing time on November 2, 2021 and then at said office be publicly opened and read aloud (virtually at the sole discretion of RWSA) for the following:

GENERAL CONSTRUCTION:  Includes all work needed to decommission the hydropower plant in accordance with the Contract Documents to include the following major components:  demolition of select electrical, mechanical and other hydropower related components; replacement of a 72” intake (slide) gate; rehabilitation of plant work spaces; and modifications to the hydropower conduit and powerhouse.  The foregoing description shall not be construed as a complete description of all work required.

Digital image copies of the Bidding Documents will be made available to prospective bidders via an online Office 365 Sharepoint site.  Information contained within the Bidding Documents has been identified as Critical Energy Infrastructure Information (CEII) and as a result a Non-Disclosure Agreement (NDA) will need to be executed to gain access.  Following execution of the NDA, a specific link to the site where the documents may be downloaded will be provided to the bidder upon request.  For assistance and to request access to the bidding documents, contact Heather Newton at hnewton@gomezsullivan.com.

An optional virtual pre-bid conference will be held on October 5, 2021 at 9:30 a.m. to review the scope of work and clarify any aspect of the work that may be in question.  Attendance at the virtual pre-bid conference is not mandatory.  To obtain a link to the virtual pre-bid conference, contact Ms. Heather Newton, P.E. at hnewton@gomezsullivan.com.

Rivanna Solid Waste Authority

REQUEST FOR BID No. 385 - 2028 VEGETATIVE WASTE GRINDING

Sealed Bids will be received by the Rivanna Solid Waste Authority, hereinafter called the OWNER, in the Administration Building Conference Room at the Moores Creek Advanced Water Resource Recovery Facility, 695 Moores Creek Lane, Charlottesville, VA 22902 until 4:00 p.m., local prevailing time on November 8, 2021 and then at said office be publicly opened and read aloud for the following:

Grinding of Vegetative Waste Material at the Ivy Material Utilization Center (IMUC) located at 4576 Dick Woods Road, Charlottesville, VA 22903.  The IMUC receives vegetative waste materials throughout the year.  Periodically, the Authority contracts with firms to grind this material into mulch which the Authority resells.  The selected bidder will grind the existing vegetative waste material to pass a 1.5-inch screen and leave the material on-site.  The selected bidder will provide all labor, equipment, materials, insurance, fees, and permits to complete the work.  There will be two grinding events during Fiscal Year 2022 (roughly November to December 2021, and May to June 2022).

The Owner reserves the right to reject any Proposal for failure to comply with all requirements of this Notice or of any of the Contract Documents; however, it may waive any minor defects or informalities at its discretion.  The Owner further reserves the right to reject any and all Proposals or to Award the contract which in its judgment is in the best interest of the Owner.

Pursuant to VA Code Section 2.2-4318, the Authority reserves the right, in the event that the bid from the lowest responsible bidder exceeds available funds, to negotiate with the lowest responsible bidder to obtain a contract price within available funds, which negotiations may include, but not be limited to, modifications to the scope of work, materials and equipment to be furnished, time for performance, price and other such terms as the Executive Director deems appropriate.

Pursuant to VA Code Section 2.2-4324, Bid results shall be subject to the Preference for Virginia Firms stipulation.

Bidders must certify that they do not and will not maintain or provide for their employees any facilities that are segregated on the basis of race, color, creed or national origin.  Bidders must comply with the President’s Executive Order #11246, prohibiting discrimination in employment regarding race, color, creed, sex, or national origin, and Executive Order #12138 and #11625 regarding utilization of MBE/WBE firms.  Bidders must comply with the Civil Rights Act of 1964.

The Authority reserves the right to disapprove any subcontractor, supplier, vendor, surety or insurer proposed by a bidder for this Project for good cause shown.
