REQUEST FOR PROPOSALS: TERM CONTRACT FOR NON-PROFESSIONAL ENVIRONMENTAL HEALTH AND SAFETY & INDUSTRIAL HYGIENE SERVICES - RFP #20-09

RIVANNA WATER & SEWER AUTHORITY in a Joint Effort with RIVANNA SOLID WASTE AUTHORITY

The Rivanna Water and Sewer Authority is seeking non-professional services related to safety and industrial hygiene services.

REQUEST FOR PROPOSALS: TERM CONTRACT FOR PROFESSIONAL LAND MANAGEMENT Planning AND ENGINEERING CONSULTING SERVICES - RFP #20-10

The Rivanna Water and Sewer Authority and Rivanna Solid Waste Authority (the Authorities) are seeking professional services related to land use planning, property management and engineering consulting services.

Rivanna Solid Waste Authority

REQUEST FOR BID: VEGETATIVE WASTE GRINDING - RFB NO. 374

Sealed Bids will be received by the Rivanna Solid Waste Authority, hereinafter called the OWNER, in the Administration Building Conference Room at the Moores Creek Advanced Water Resource Recovery Facility, 695 Moores Creek Lane, Charlottesville, VA 22902 until 4:00 p.m., local prevailing time on October 1, 2020 and then at said office be publicly opened and read aloud for the following:

Grinding of Vegetative Waste Material at the Ivy Material Utilization Center (IMUC) located at 4576 Dick Woods Road, Charlottesville, VA 22903.  The IMUC receives vegetative waste materials throughout the year.  Periodically, the Authority contracts with firms to grind this material into mulch which the Authority resells.  The selected bidder will grind the existing vegetative waste material to pass a 1.5-inch screen and leave the material on-site.  The selected bidder will provide all labor, equipment, materials, insurance, fees, and permits to complete the work.

The Owner reserves the right to reject any Proposal for failure to comply with all requirements of this Notice or of any of the Contract Documents; however, it may waive any minor defects or informalities at its discretion.  The Owner further reserves the right to reject any and all Proposals or to Award the contract which in its judgment is in the best interest of the Owner.

Pursuant to VA Code Section 2.2-4318, the Authority reserves the right, in the event that the bid from the lowest responsible bidder exceeds available funds, to negotiate with the lowest responsible bidder to obtain a contract price within available funds, which negotiations may include, but not be limited to, modifications to the scope of work, materials and equipment to be furnished, time for performance, price and other such terms as the Executive Director deems appropriate.

Pursuant to VA Code Section 2.2-4324, Bid results shall be subject to the Preference for Virginia Firms stipulation.

The RSWA is interested in soliciting Unit Price bids for the harvest of a 40 year old, plus or minus, loblolly pine plantation located at their Ivy Material Utilization Center (Ivy MUC) located at 4576 Dick Woods Road, Charlottesville, Virginia The selected bidder will provide all labor, equipment, materials, insurance, fees, and permits to complete the work.

REQUEST FOR BID: IVY MUC LANDFILL CAP REPAIRS AND DRAINAGE/BERM IMPROVEMENTS RFB NO. 373

Sealed Bids will be received by the Rivanna Solid Waste Authority, hereinafter called the OWNER, in the Administration Building at the Moores Creek Advanced Water Resource Recovery Facility, 695 Moores Creek Lane, Charlottesville, VA 22902 until 4:00 p.m., local prevailing time on October 28, 2020 and then at said office be publicly opened and read aloud (or in accordance with current COVID-19 procedures at the sole discretion of RWSA) for the following:

GENERAL CONSTRUCTION:  Includes the repairing of approximately 50,000 square feet of the Cell 3 cap by backfilling with on-site engineered fill and installing approximately 15,000 square feet of geogrid and geosynthetic clay liner, making drainage system improvements by regrading drainage ditches, removal of existing culverts and installation of new culverts, regrading and construction of roadways, and temporary removal and replacement of a compressor shed and associated mechanical equipment. The removal of approximately 3,000 linear feet of existing diversion berms and downchutes on the eastern side of Cell 2 is also included as an alternate bid item. The work to be performed is located at the Ivy Material Utilization Center at 4576 Dick Woods Road, Charlottesville, VA 22903. All work shall be as described or implied in the Specifications and indicated on the Drawings.

The foregoing description shall not be construed as a complete description of all work required.

Each Bid must be made on the blank forms provided in the CONTRACT DOCUMENTS and must be enclosed in a sealed envelope and the envelope marked: “Ivy MUC Landfill Cap Repairs and Drainage/Berm Improvements, RFB No. 373”.  Each Bid must be accompanied by a Bid Security which shall not be less than five (5%) percent of the Bid amount.  No bidder may withdraw his Bid within 90 days after the date of Bid opening.

The attention of all bidders is called to the provisions of the State Law governing General Contractors and Sub-Contractors as set forth under Title 54.1, Chapter 11, Code of Virginia, as amended.  Bidders shall be governed by the provisions of said law insofar as they are applicable. The above-mentioned provisions of the Code prevent the Authority from considering a bid from anyone who is not licensed in accordance with the provisions of the Code.  The Authority will therefore, not consider any bid unless the bidder produces evidence that he is duly licensed and registered in accordance with the provisions of the Code of Virginia.

A separate performance bond and payment bond each in an amount equal to one hundred percent (100%) of the Contract price will be required.  Carriers must be authorized to do business in the Commonwealth of Virginia.

The Owner reserves the right to reject any Proposal for failure to comply with all requirements of this Notice or of any of the Contract Documents; however, it may waive any minor defects or informalities at its discretion.  The Owner further reserves the right to reject any and all Proposals or to Award the contract which in its judgment is in the best interest of the Owner.

Neither the Owner nor the Engineer will be responsible for full or partial sets of Contract Documents, including any Addendum, obtained from any other source.

A non-mandatory pre-bid conference will be held October 13, 2020 at 10:00 a.m. local prevailing time at the Ivy Material Utilization Center at 4576 Dick Woods Road, Charlottesville, VA 22903 to review the scope of work and clarify any aspect of the work that may be in question.  Attendance at the Pre-bid conference is not mandatory.  After the Pre-bid conference, a site visit will be conducted for those interested.
