The Rivanna Water & Sewer Authority (RWSA) will be soliciting bids for a rehabilitation and expansion project at the South Rivanna Water Treatment Plant (SRWTP) and the Observatory Water Treatment Plant (OBWTP), which are both conventional surface water treatment facilities. RWSA is inviting firms to participate in an informational breakfast as a means to introduce the project. The breakfast will be held from 8:30 to 10:00 A.M. on September 26th at the Doubletree by Hilton Charlottesville. After the breakfast there will be an opportunity to visit the sites.

The estimated construction cost is approximately $30 – $35 million.

During the breakfast, RWSA’s engineer, Short Elliot Hendrickson Inc. (SEH®), will present an overview of the project. No drawings or contract documents will be made available at the event.

South Rivanna WTP Highlights
The South Rivanna WTP is a 12 MGD conventional surface water treatment facility. Originally constructed in the 1960s, the facility has undergone several expansion and rehabilitation projects over the years. Most recently, 8 MGD of Granular Activated Carbon (GAC) adsorption vessels were put online in 2018. Major work at the South Rivanna WTP for this project includes:

  • Expanding the existing Filter Building to add two new concrete gravity filters
  • Constructing a new Water Department Administration Building
  • Constructing a new Chemical Building for fluoride and aluminum sulfate, and
  • Constructing a masonry/brick enclosure over the existing liquid lime storage area.

Observatory WTP Highlights
The Observatory WTP is also a conventional surface water treatment facility with a current rated capacity of 5.4 MGD. The Observatory WTP was constructed in the late 1940s to early 1950s and, similar to South Rivanna, has undergone several rehabilitation projects. In 2018, 2 MGD of GAC adsorption vessels were added to the treatment process. Major work at the Observatory WTP for this project includes:

  • Expanding the existing capacity to 10 MGD through the use of modern treatment technologies
  • Constructing a new Chemical Building for fluoride, corrosion inhibitor, liquid lime, alum, and powdered activated carbon
  • Constructing an addition to the Filter Building for vertical turbine can pumps for backwashing filters
  • Constructing an addition to the existing GAC Facility to add 4 MGD of capacity
  • Demolishing and reconstructing five concrete gravity filters
  • Installing plate settlers and hoseless sludge collectors in two sedimentation basins, and
  • Demolishing two existing sedimentation basins.

Work common to both facilities includes new process piping and valves, process pumps, chemical feed systems, underground utility work, architectural upgrades, building and process equipment painting, electrical, HVAC, mechanical, plumbing, roofing and site work.

This event is an opportunity for contractors, subcontractors, vendors, and material suppliers to interact and become acquainted with one another and the upcoming project. Attendance at this event is not mandatory for bidding this project. A pre-bid meeting will be scheduled later in 2019. Firms attending the breakfast will still be required to meet the minimum contractor qualifications.
